General Muhoozi Kainerugaba, Chief of Defence Forces, delivered a sharp criticism of Lt Gen Peter Elwelu on Thursday, calling him a “buffoon” and unfit for service in Uganda’s military. Muhoozi posted on X, “He better run as fast as his small legs can carry him. There is one fool I will arrest soon. He’s hiding behind my father, but I will capture him. He comes from Teso.”
These comments have created a stir within both military and political circles, raising concerns about internal conflicts within the Uganda People’s Defence Forces (UPDF). Elwelu, a long-serving officer with roles such as Commander of the Land Forces and Deputy CDF, was replaced by Lt Gen Sam Okiding after Muhoozi took over as CDF in March 2025.
Elwelu’s career, while distinguished, is marred by his involvement in the 2016 Kasese Massacre, where over 100 people, including children, were killed during an operation. His actions led to sanctions from the United States in 2017, drawing increased scrutiny.
The reasons behind Muhoozi’s criticism of Elwelu are not entirely clear. Some believe it may be linked to Elwelu’s removal as Deputy CDF and his later appointment as a presidential advisor, which is viewed by some as a demotion. Others speculate that Muhoozi’s remarks reflect a broader effort to consolidate control over the military and assert his influence in potential succession plans.
The tensions between the two generals suggest deeper divisions within the UPDF. Elwelu’s removal, coupled with Muhoozi’s ascent, fuels rumors of further purges as Muhoozi seeks to strengthen his position. Critics see these developments as part of the growing militarization of Uganda’s government, with the Kainerugaba family gaining more control over the nation’s military and political systems.
Elwelu’s future in the UPDF is uncertain. While his supporters argue his decades of service should define his legacy, others point to his controversial past, especially regarding Kasese. As the situation unfolds, Muhoozi’s remarks could signal significant changes in Uganda’s military and political spheres.
