The disappearance of Chabad Envoy Zvi Kogan in the United Arab Emirates (UAE) is being investigated by Israel and the UAE.

The Israeli prime minister’s office reported that Zvi Kogan, an envoy for the Orthodox Jewish group Chabad, had not been seen since Thursday.

Local authorities said a search operation is underway, while Israel’s spy service Mossad stated it is conducting an “active investigation” and suspects a “terrorist incident.”

The office of Israeli Prime Minister Benjamin Netanyahu released a statement saying, “Israeli security and intelligence organizations, concerned for Kogan’s safety and wellbeing, have been working tirelessly on this case.”

According to the UAE’s official news agency, the interior ministry was searching for the missing man and investigating his disappearance.

Under the Abraham Accords, an accord mediated by the United States, the United Arab Emirates formally established relations with Israel.

The alliance has been upheld during the Israel-Hamas conflict in Gaza.

Due to “terrorist activity” in the United Arab Emirates, which poses “a real risk to Israelis who are staying/visiting in the country,” the Israeli government’s travel advisory agency advises nationals to visit the country only for “essential reasons.”
